完善體制機制，推進都市智慧農業建設市場化。政府部門應強化對都市智慧農業發展的宏觀指導，以政策杠桿撬動效益農業。建立政府引導、科技支撐、企業運營的參與機制，將國家公益性補貼和市場化運作有效結合，完善多元投融資渠道機制。可通過鼓勵金融機構開辟農業市場、降低涉農金融信貸門檻、設立科技投資風險基金、試行農業數據與服務資源的有償交易等方式，彌補政府供給主體的功能缺陷，實現智慧農業的可持續發展。
加強培訓和宣傳，提高全社會對智慧農業的認識。加強針對性的宣傳，提高政府管理人員對智慧農業的認識。政府作為智慧農業建設的組織管理者，其管理人員對智慧農業的認識和應用能力對推進智慧農業建設起著決定性的作用。要通過多種形式的宣傳、教育，提高農業部門領導和工作人員的信息化意識，強化管理者對智慧農業的重要性、嚴肅性、風險性、時效性的認識，切實加強服務能力建設。
利用各種宣傳手段，提高公眾對智慧農業的認識。利用廣播、電視、科技大集等形式面向公眾進行宣傳，推廣利用智慧農業應用的典型案例，使公眾了解智慧農業的優勢，認識到智慧農業的重要性，將潛在的用戶轉變為現實的用戶。組織建設一支高水平的人才隊伍，利用高素質信息專業人才在智慧農業生產、消費的第一線引導和幫助公眾，提高社會大眾利用信息技術服務日常生活的意識。
Changing the Thinking Mode for the Urban and Rural Integrated Development
—On Intelligent Agriculture in Modern Urban Economy

Abstract: China's current agricultural development is at the turning point from traditional agriculture to modern agriculture, with intelligent agricultural production, networked agricultural operation, IT-based agricultural management, and precise agricultural service being the inevitable development trend. To develop intelligent agriculture, the government need to firmly seize the "Internet +" strategic opportunities, and promote the deep integration of the Internet and agricultural production, operation, management and services. To push forward urban intelligent agriculture, the government need to provide guidance; improve policies and regulations, and optimize the environment for developing urban agriculture; strengthen top-level design, and make strategic plan for the development of urban intelligent agriculture; set up special funds to help spread the application of technologies for urban intelligent agriculture; improve the institution and mechanisms to make it market-based; and strengthen training and publicity, and increase people's awareness of intelligent agriculture.
