On Establishing A New Agricultural Operation System
—How to Transform and Upgrade China's Agricultural Industrial Chain and Value Chain

Abstract: The traditional agricultural operation system hinders agriculture from becoming more competitive and makes transforming the mode of agricultural development more difficult. This has made it difficult to realize economies of scale and economies of scope in the utilization of resources and application of science and technology, hampered agriculture in terms of innovative capability, risk resistance and sustainable development, and impeded the transformation and upgrading of agricultural industrial chain and value chain. It is necessary and urgent to establish a new agricultural operation system. This needs to cultivate new agricultural operation entities that are vigorous, competitive and capable of innovating; develop agricultural production service industry that leads other industries effectively, provides strong support, and develop in an interlinked manner; bring about a modern organizational system for agriculture that features division of labor and cooperation, complementary advantages, and effective interaction; and accelerate institutional innovation and policy innovation in accordance with the requirements of establishing a new agricultural industrial system.
